Heaven is a very well-ordered bureaucracy, so they see to their own areas of authority, and spirits outside the heavenly bureaucracy do as they please. They can all be prayed to and petitioned, but in most cases they cannot be bothered to respond to prayers or requests, not even if bribed. They simply aren't interested in mortal affairs."
